What do I need to do to safely fix this burnt outlet? I smelled it burning while passing by - it is rarely ever used and had nothing actively plugged in, but it was hot to the touch. Breaker is off for now.

How do I correctly add a wall plate here? This is 10-2 NM for my water heater and appears just a section of MC was added over it. House was built in 2018 in PNW/USA.
