What is this? My new apt I'm about to move into was built in 86 and there's a security system on the wall by the front door, but it's not on (no lights or power switch that I can find). This box is screwed into the wall outlet! Is it related to the non-functioning alarm system? Wtf!?!?

Ok , So, I plugged something in and lost power to almost half the house, I have replace all affected outlets and flipped and exchanged the breakers , still no luck. Any help?
