In Stephen Kotkin's biography on Stalin he says that the Tsaritsyn Cheka often refused direct orders from Bolshevik leaders such as Lenin. Saying that power resided with them, not Moscow. Why then, did they obey Stalin, an outsider and high ranking Bolshevik?
