During the Mexican-American War, General Winfield Scott, after landing at Veracruz, had an opportunity to directly lead peace negotiations and end the war early. However, President Polk sent envoy Nicholas Trist to head negotiations instead. Why did he do this? Why not just let Gen. Scott handle it?
