Very early on during WWI, upon learning that war on the western front was inevitable, Kaiser Wilhelm is reported to have said to general Moltke "Now you can do what you want.". Do we know the tone/implication of this statement? Was the Kaiser pessimistic about war in Europe before a shot was fired?
