In early 70s, the Swedish socialist economist Rudolf Meidner famously put forth the proposal of "wage earner funds" that would lead to gradual majority ownership of enterprises by them. Given that left wing Olof Palme was PM of Sweden for 13 out of 17 years from '70 why was it not implemented?
