Why are there so many items that increase Strength (weapons, gloves, elixirs) to 18+ but there are almost none that set Dexterity and other scores to high levels?

I have no regrets this game has saved me from depression and also 782 hours and I still haven’t beaten it YET i still keep finding new things on different characters in act 1 & 2
