Take this png (I can also send you a .SVG), make it have a thick white border along the image, then fill the image with color RGB: 078, 042, 132.

My grandfather passed away recently. We’d like to use the first picture as the memorial. Would someone be able to remove the lady, and add the shoulder from the second picture to the first. Thank you!
