In a lot of films and television series depicting chariot warfare, chariots are depicted with scythe-like blades affixed to the spokes of their wheels. My question is; were such blades actually used on chariots historically, and, if so, were they effective weapons?

At the time the atomic bombs were dropped, was the general public (non-scientists) aware of the long-lasting effects of the radiation? Or did people simply think of it as a "really big bomb"?
