Got this Canon EF-S 17-55mm f/2.8 IS USM lens used, but the viewfinder and videos shakes and jerks when I zoom in and out with IS on. This can't be normal right?

Any way i can use my Canon Powershot SX400 IS as a webcam? I've already tried the EOS Utility software but it seems that my specific model isn't supported. It uses a mini USB 2.0 Port.
