Why is my teacup chihuahua fixated on licking my bigger dog’s penis ALL THE TIME? Google says it could be a compulsive disorder and to just take corrective actions by telling him no and the problem will work itself out. But he does this to every dog he meets. Doesn’t play, just licks the whole time.
