(Solar) What happens if a hot line is switched the neutral in the combiner box?

My home has 2 adjacent main breaker boxes. I'd like to have a generator backup wired but not sure what's possible. If I have a generator inlet installed to one box, can I add a breaker and line to energize the adjacent box through another breaker? Are the interlocks for external main switches?
