Why has my Russian puppet had 0 manpower and recruited 0 divisions in years of being under me? The image shows the outline of their land which is almost all of cored Russian land yet their manpower has stayed at 0. My China puppet works fine w/ tens of millions of manpower. Please help dumb me (:
