I have a 7900XTX and am RTX 4090, currently in 2 different machines, serving 2 different purposes. I want to put them both in the same machine, but still to serve 2 different purposes. Is there a practical way to manage this?

Glitchy gameplay wirh constant stuttering and freezes, even on low settings. No other game is having performance woes like this on my brand new rtx 3050 i7 laptop. I am a pc gaming noob so any help would be amazing!!
