Ive bought a monstera plant from a local nursery and its rainy season here so I thought it was just some dirt. But his after taking it home and even wiping the leaves with a damp tissue its not coming off what can i do to remove this white layer ?

Does anyone know what this is? I am guessing that it is a bacteria infection but I have never seen or heard anything like this on a portulacaria afra.
