After how long should I do paid enquiry

After NSF mail about a month ago, Paid enquiry (8 days ago) to UKVI tells that “a Decision has already been made”, but even today, the VFS Global tracking says “Application has been Submitted to UKVI for Processing. Why is this taking so long ?
