Post office refuses to deliver my mail ever. I’ve watched them deliver everywhere else on our street and then skip our mailbox specifically many times. What are the exceptions to sovereign immunity?

Submitted a missing mail search only for them to find it and then send it back to the original shipper without notifying me... Is there any way I can get ahold of anyone to intercept it and actually receive it? This is ridiculous
