1962 Soviet Apartment Usage Rules. Rules are based on the agreement between building management and renters. RENTERS, not owners. In the Soviet Union, people didn't own their "free" apartments. They rented them. The cost of rent was around 13 kopeks per sq. meter plus heating, hot/cold water. etc.
