Had an idea for a sci-fi project where I wrote out the entire story and all the details of the world (a galaxy) and then created incomplete documentation from a fictional organization about said galaxy! The entire story and mystery should be able to be pieced together using the incomplete documents!

Might be goofy, but how effective a technique of public order/annexation is kidnapping a countries leader and forcing them an equal spot on your imperial council?
