In 1979, Iran held two referendums (one on the Islamic Republic question and one on the constitution) and both of them were landslide victories of 99%. Were these referendums actually legitimate and reflective of the public opinion of Iran at the time in any way?

How do historians differentiate between literate and oral cultures? Weren’t most humans illiterate until relatively recent, thus all human cultures are oral in origin? And don't many Native cultures today have written forms?
