In 1998, the US government destroyed the Al-Shifa pharmaceutical factory in Sudan, allegedly due to intel that the plant was manufacturing chemical weapons. Was this an intelligence failure, or were there more nefarious intentions on the part of the Clinton Administration?

It is commonly accepted throughout the Christian Balkans that the Ottoman Empire (in contrast to the Hapsburg Empire) was detrimental to development of the region (it was oppressive, extractive, etc). How well does this hold up to historical scrutiny?
