Why is String Theory a "Theory"? In science, doesn't "Theory" mean something tested with reproducible results?

Why does String Theory attract so many people even when everybody knows that it might be entirely wrong, and requires more and more acceptance of new weirdness implied such as extra dimensions and "branes"?

NASA is working on a "warp drive". I understand this contracts and expands space. Please explain how one contracts, expands, or folds space? What are the physics of doing that?
