A calculation I saw in another thread claimed that a 1010 decibel noise would create a black hole larger than the observable universe. That strikes me as problematic due to speed of light limits. Is the growth of a black hole restricted by the speed of light?

I'm walking along and slip on some ice. My nerves and muscles kick in and keep me upright - but how? It seems like it should be too fast for anything involving balance and walking mechanisms in the brain, and too complicated for a reflex arc. So, how?
