Why was Otto Von Bismarck so lenient with Austria after winning the Austro-Prussian war. But very harsh towards France after his victory in the Franco-Prussian war? Did he ever believe his decision with France would ever come back to haunt Germany later?

My local news station did a story about the Spanish Flu of 1918, they said that soldiers were often victims of the flu because their lungs were damaged by chemical warfare from WW1 and Civilians on the Central Powers side were vulnerable because of malnutrition. Are these statements accurate?
