In light of recent studies which suggest a good deal of sensory processing goes on in our hands/arms, and as their is much more of a nervous system in the arm, could we say that the human arm is more intelligent than some multicellular animals?

According to Wikipedia, termite queens are thought to be "a primary source of pheromones useful in colony integration." Does this mean that they actually make decisions for the colony? I thought that eusocial insect behavior was an emergent property of each individual insect's instincts.
