When did passports come into existence, and prior to their arrival how did western countries deal with access from foreigners?

Why did Japan agree to the 1922 5:5:3 Washington Naval Treaty, which put them in a Naval disadvantage at point when the US and Britain were in no position to enforce its rules? The same can be said about the First London Naval Treaty in 1930.
