The Japanese touted the inferiority of the Koreans and Chinese as justification to rule them, much like European attitudes towards Asians, Africans, etc. What were the exact characteristics that the Japanese typified of other Asians to deem them as "backwards"?

How were commissioned officers and enlisted soldiers of the British Army trained during the Napoleonic Wars? Since officers purchased their ranks, did they have to demonstrate knowledge of military science or attend any sort of training before assuming their roles?
