So I'm a King or other high-ranking feudal lord, I know if I want to raise an army (other than mercs) I need to call my subject lords to raise levies from their lands. Are there any troops that can be levied directly by me?

The Byzantine/Eastern Roman Empire is usually acknowledged as the continuance and/or successor state of the Roman Empire. Why do we not think of the Holy Roman Empire this way as well, seeing as they controlled much of the former empire and continued its customs?
