Michael Parenti claims that in former Soviet states, the wealth difference between the highest an lowest earners was around 1:4, in comparison to 1:40 or so in the U.S. How true was this?

The 'Dedovshchina' in the Soviet Union was (and is) an extreme trend of hazing that resulted in the deaths of tens of thousands of innocent soldiers due to a flaw in the government's conscription practices. Did any other members of the Warsaw Pact see anything similar?
