In the early 1980s there was a worry that the United Nations wanted to impose global licence requirements on all journalists, as part of the "New World Information Order" proposed by the MacBride Commission. In response the U.S. and U.K. left UNESCO in 1984-1985. Did the UN really have such plans?

Were the Jeltoqsan protests a complete surprise to the Soviet leaders? Did they try to find out how did those sentiments reappear after being dormant for so long? Why couldn't KGB detect it in time? Did protests begin from "grassroots"-level or "from above" e.g. Nazarbayev?
