Yeah, keep that. Our big thing was the pecking order. Some of these guys aren't for American interests and they are threating cops nationally. A cop for the guys that can't call the cops, functionally. You ask the Boss. "If you do that, Magnum will come" works.

Kaisan is very much a principle I believe in. The goal is to get leadership as close to the product, in this case intelligence, as feasible. Now it's humint -> field management -> Local IC (Mixed3) -> DS9OR -> whatever existing pipes are appropriate. It's way faster.
