All of the former French colonies in Africa still maintain a remarkable closeness to France, in many cases adopting French as their primary language, joining the Francophonie and sharing French customs. Why did this not occur for former German, Spanish or Italian African colonies?

During the Tanzimât Reform, the Ottomans sent a permanent ambassador to France, England and Prussia. The ambassador to France arrived in 1789 at the start of the French Revolution. Do we know what his thoughts were on this? Were the Ottomans aware it was a revolution or did they think it was a riot?
