Are dimensions a property of the universe or the observer. Could it be possible for one being to "experience" the universe in 4 dimensions when we only experience it in 3?

If you went straight up to the height of the ISS with no sideways velocity relative to earth you would fall back to the ground. How far away could you go before you would not fall back to the earth's surface?

Atoms can lose electrons and still be considered that atom. When a hydrogen atom loses its electron is it still a hydrogen atom or is it just a proton? If it's still considered a hydrogen atom is it accurate to say an oxygen atom is 8 hydrogen atoms crammed together with some neutrons?
