Did the Wehrmacht prioritize the evacuation of civilians to the west during their final offensives of 1945? How did these final offensives effect the number of civilians who made it to Allied lines?

We often read of battles in WWI which resulted in the deaths of tens-of-thousands of men on both sides, if not hundreds of thousands. Why were losses so massive? Did commanders not make an effort to change tactics rather than just repeat the attack in the same fashion?
