How far back does our current understanding of Roman history go? The works from the early 20th century are at this point outdated, but what about the scholarship from the 70s and 80s? Is someone like Brown still worth reading for info or just historiography?

Christopher Beckwith asserts in his book Empires of the Silk Road that the tribute paid to the Huns only amounted to about 1.9-2.5% of the Late Roman budget, and hence shouldn't have been a big deal to pay. How valid is this calculation?
