Why is it that if you point a telescope or camera into the night sky, you can allow exposure to capture as much light as possible but the the same does not apply to our eyes?

If you pour water on to a red-hot skillet, the water evaporates to steam. Bit not all of the water. You're still left with droplets. What determines how much water is turned to steam and how much is left in the skillet?
