In the Pre-modern world, when people were building monumental structures like the Roman Colosseum or Medieval Cathedrals, were there full time professional 'construction crews' like exist today or was the work by unprofessional labourers on an ad-hoc basis?

I often hear that early Muslim societies were quite dependent on the Jizya tax, and that mass conversion to Islam was actually a problem for them since it ate away at their tax base. What was stopping them from simply increasing taxation on Muslims?
