If you are in a medium, like air, can you exceed the speed of light in air? Or if you are in a vacuum, and light is in the medium of air/whatever, can you exceed the speed of light in said medium?

Radio waves and visible light are both electromagnetic waves. Visible light is transmitted via photons. Does this mean that gamma waves are made of photons? If so, does that mean by slowing down a gamma wave we can make visible light?
