Nowadays, we are required to carry a driver's license, registration, and proof of insurance while driving. Horses are cars of the past. Were those sort of things required before the modern era?

Nowadays, The NFL has referees that announce to people watching at home as well as to the people in attendance of penalties and calls during the games played. Did ancient Rome have a sort of way of doing this to people in attendance to one of there sporting events?
