If you search Kingdom of Bavaria it says on Wikipedia that it existed to 1918, but WW1 ended that year. So my question is, was Germany a big mess of countries like it was in during the HRE period during WW1?

At the end of the 15th century the Jagiellonian Dynasty sat on 4 thrones(Poland, Lithuania, Hungary, and Bohemia). If one of them was competent would it have been possible to unite them into one "kingdom"?
