In Gogol's Revizor (The Government Inspector, 1836) he satirized a corrupt and malfunctioning town council, threatened by an arrival of someone representing the state. Did the "revizor" position exist and was it helpful in curbing municipal corruption? Did it exist before Nicholas I's rule?
