This is a picture I took from inside a WWII observation post on Newfoundland's East Coast. Why are the bottom rungs more rusted than the top? Shouldn't they be more sheltered and therefore less rusted?

According to "broscience", drinking a lot of water causes the body to enter "flushing mode", which ultimately will result in retaining LESS water, and appearing leaner. Is this accurate?
