Listening to FDR's broadcast to reform the Supreme Court (add a new justice for every 70+-year old on the bench) I have two questions - why did this effort, right at the start of his 2nd term, fail, and what was the 'judicial' philosophy of the justices that opposed some New Deal efforts?
