Why was Winston Churchill appointed First Lord of Admiralty in the 1910s if he had no experience in the navy, and military experience was in the cavalry/army instead?

Why is Italy seen as one of the “Big Three” Axis Powers? In reality their military wasn’t very effective and had to rely on Germany for a lot of things, especially regarding armor and aircraft.
