In my opinion,Ticci Toby's creator has the right to stop people from using him.It is still HIS PROPERTY.It's not because Toby became so popular that Ticci Toby's creator lost his rights over him. Plus,his reasoning is normal,since people ship him with ppl other than clockwork and do bad stuff of him
