How did peace conferences work prior to modern communication? What concessions were negotiators allowed to make, and what happened if they overstepped their authority?

The Ottomans made a legal distinction between land owned by Muslims (öşrî) and land owned by non-Muslims (haracî). However, this didn't tell you anything about the current owner's religion, only the religion of the owner when the property was registered. So what was the point of it?
