How did neoconservativism gain so much influence in both parties but espeically the Republican party in 1990s even after the Cold War was over and US was the only superpower remaining? Why was there no stronger opposition espeically given some opponents like Pat Buchanan had certain following?

In post-Soviet Central Asian republics, Kazakhstan seem to have done way better and has much higher GDP per-capita than others (Tajikistan/ Kyrgyzstan /Uzbekistan etc). What is the reason for this divergence? Is it better leadership/institutional development etc?
