The Chinese government recently called for "whole nation" approach to develop high tech sectors which was previously used for developing atomic bomb and other State projects. Are there any good readings on this? Was it bureaucratic terminology or actually significant in delivering results?

Vermont voted for Republican candidate in presidential elections from 1856 to 1960 and then again from 1968 to 1988 after which it went for Democrats only. How did it go from such a solid Republican stronghold to a Democratic one after that? Why did the switch happen in 1992 in particular?
