When the Soviet Union fell at the end of 1991, its last member was the Kazakhstan Soviet. The UN Charter in 1945 made the Soviet Union one of the the Permanent 5 (P5) members of the UN's security council. Why is Russia today one of the P5 when Kazakhstan is clearly the successor of the USSR?
