Where there any examples of weapons (throughout history before the 1800s) that were equivalent to our "nuclear" weapons of today, where people had them but thought it was just too destructive, or using it in war would just cause too much damage and thus avoided it?

According Historia Civilis, after Caesar marched on Rome he plundered Rome's treasury to settle IOU's with the legions in Gaul for back pay. How would this money have been sent? How would Caesar have known the money arrived properly to the right people with none of it skimmed or stolen?
